What Net Neutrality Actually Means

Net neutrality is the principle that Internet Service Providers must treat all internet traffic equally — routing data packets from any website, app, or service at the same speed and priority without discrimination. An ISP operating under net neutrality cannot speed up traffic from some websites, slow down traffic from others, or charge websites and services for preferred treatment.

Your ISP also owns a streaming video service. Without net neutrality, your ISP could throttle Netflix — making it buffer and stutter — while delivering their own streaming service at full speed. Fast Lanes and Paid Prioritization

The "fast lane" concept is the most contentious element of the net neutrality debate. The question is whether ISPs should be able to create a two-tier internet where some services pay for prioritized delivery and others receive standard delivery.

Proponents of fast lanes argue this is normal in other industries — airlines offer business class, FedEx offers overnight delivery — and that it would fund infrastructure investment. Critics argue the internet is fundamentally different from other industries: it's a general-purpose infrastructure where the ability to reach users at equal quality is essential to fair competition, and paid prioritization advantages incumbents with money over startups with better ideas.
